HPT supports businesses on their Quantum-Safe journey

The Train-the-Trainer program was designed to equip HPT's experts with in-depth knowledge, instructional methodologies, and assessment frameworks for cybersecurity in the evolving era of quantum computing. Completing the program is one of the key prerequisites for HPT to proceed with SpecterAI's competency assessment process, with the goal of delivering the Quantum-Safe Security Foundations training course to businesses and organizations in Vietnam.

The training curriculum is based on Mosca's Inequality (X+Y>Z), a model proposed by Professor Michele Mosca, co-author of the Quantum Threat Timeline report published by the Global Risk Institute (Canada). This model helps organizations assess the urgency of transitioning to post-quantum cryptographic standards by evaluating the potential risks posed by future advances in quantum computing.

Moving forward, HPT will continue working closely with SpecterAI to fulfill the professional requirements and prepare the necessary resources for training, consulting, and awareness-raising initiatives in post-quantum security. These efforts aim to help businesses and organizations proactively develop appropriate transition roadmaps.

Post-quantum security is becoming an increasingly urgent priority

The rapid advancement of quantum computing is introducing new challenges to conventional encryption systems. According to recommendations from various international organizations and regulatory authorities, businesses should not wait until quantum computers become widely available before taking action. Instead, they need to proactively develop transition strategies today.

One of the most prominent risks currently highlighted is the Harvest Now, Decrypt Later (HNDL) attack model. Under this approach, encrypted data collected and stored today could be retained for decryption in the future, once quantum computing capabilities become sufficiently advanced. Long-term sensitive information, including customer records, financial data, insurance and healthcare information, as well as strategic corporate data, could all be potential targets.

In Vietnam, as of the end of June 2026, nearly 32 million digital certificates had been issued, equivalent to approximately 45.62% of the adult population. This represents a substantial volume of digital assets, underscoring the need for organizations to gradually prepare for the transition to new cryptographic standards in the future.

Early preparation helps mitigate risks and strengthen competitiveness

According to IBM's Cost of a Data Breach Report 2025, the average cost of a data breach reached USD 4.44 million, excluding the potential impact of accumulated data from multiple years being decrypted simultaneously through quantum computing capabilities.

Early preparation not only helps mitigate risks but also delivers several strategic benefits:

•  Strengthening credibility with international partners and investors.
•  Stimulating market demand for domestic quantum technology solutions and startups.
•  Enhancing Vietnam's competitiveness in next-generation cybersecurity.
