HPT collaborates with the Ho Chi Minh City Digital Transformation Center to research and propose solutions for building a backup data center in Ho Chi Minh City

On the afternoon of June 26, 2024, HPT participated in the seminar "Model and Proposal for Selection of a Backup Data Center for the City" organized by the Ho Chi Minh City Digital Transformation Center in collaboration with the Southern Vietnam Information Security Association (VNISA Southern).The seminar was attended by representatives from the Ho Chi Minh City Department of Information and Communications, the Department of Science and Technology, reputable experts in the field of data centers and cybersecurity from the Vietnam Information Security Association - Southern Chapter, the City Informatics Association, universities, institutes, members of the City Cyber Incident Response Team, and the 286 Center under Command 86; along with leaders, management officials, and IT specialists from various agencies, companies, and organizations in the city. The objective of the seminar was to listen to opinions, conduct research, and seek proposals for the construction and operation of a backup data center for the city.

In accordance with Decision No.1126 dated March 7, 2024, of the People's Committee of Ho Chi Minh City on the implementation of the program "Ho Chi Minh City Digital Transformation" and the project "Building Ho Chi Minh City into a Smart City" in 2024, which includes a key task related to the development of data center infrastructure, backup data centers, and cloud computing infrastructure, the Ho Chi Minh City Digital Transformation Center, in collaboration with VNISA South, is leading the organization of the seminar "Model and Proposal Selection for the City's Backup Data Center." The objective is to gather opinions, conduct research, and propose solutions for the construction and operation of the city's backup data center. This initiative covers aspects such as model development, cybersecurity, disaster recovery capabilities, and ensuring continuous operation in the application of information technology and digital transformation across government agencies in the city.

A backup data center is a collection of policies, tools, and procedures designed to enable the restoration or continued operation of critical infrastructure and technology systems following natural or human-made disasters. This system includes knowledge of models, security, disaster recovery capabilities, and ensuring continuity in the operation of information technology applications and digital transformation across government agencies in Ho Chi Minh City.

At the workshop, IT experts and managers shared their best practices and knowledge regarding the implementation and management of backup data centers. They presented technologies, solutions, and emerging trends in data center and information security, employing modern methods to enhance efficiency and system safety. Additionally, they provided information on state standards, legal regulations, and policies related to information security, data protection, and data center management to ensure compliance with regulations.
Dr. Trinh Ngoc Minh, Executive Committee Member of VNISA South and Director of Technology Development at HPT, emphasized the need to divide the backup data center into three main components: core management applications for Ho Chi Minh City (such as email, document management, digitization of records, and online meetings), data applications (taxation, VNeID, penalties...), and public service applications for Ho Chi Minh City (Ho Chi Minh City portal, traffic information, urban planning...), as well as business applications (online business platforms, online payments...). Furthermore, it is crucial for Ho Chi Minh City to establish a ransomware-resistant backup data system to ensure the provision of public services and cybersecurity.

Mr. Nguyen Tru, Head of the Technical Department - Platform Solutions at HPT, presented a lecture titled "Challenges in Ensuring Synchronized DC (Data Center) DR (Data Recovery) for Cloud." The presentation discussed common DC-DR models, various solutions highlighting their respective advantages and disadvantages. The choice of an appropriate solution depends on specific organizational needs, budget constraints, readiness requirements, performance criteria, management capabilities, and operational impacts.

Despite achieving numerous successes in digital transformation, there are still significant hidden risks. Natural disasters, data theft, ransomware attacks, and increasingly sophisticated cyber threats all pose potential dangers to Ho Chi Minh City's infrastructure, impacting data security and information safety.

"With these inherent risks, researching and implementing the city's backup data center is crucial, not just as a solution but as an urgent requirement. The backup data center will help Ho Chi Minh City ensure continuous operation of its information systems, guaranteeing seamless functioning for government operations and public services. Additionally, it enhances disaster recovery capabilities and protects Ho Chi Minh City's critical data," emphasized Ms. Vo Thi Trung Trinh, Director of the Ho Chi Minh City Digital Transformation Center, at the event.
Following the workshop, the City's Digital Transformation Center will continue to compile information, aiming to capture feedback, proposals, and recommendations related to the model and plan for the city's backup data center. This effort is aimed at constructing a specific and effective roadmap and plan for implementation in Ho Chi Minh City.
